Facilitate cloud-enabled government
Public administration relies on the combined use of private and public cloud infrastructures (hybrid multi-cloud approach). In order to address the growing importance and challenges of cloud technology in an administrative context, the federal government, cantons, cities and municipalities are working together to develop viable solutions.
The topic of cloud use is being considered holistically: interdisciplinary issues are being addressed jointly, with the active involvement of civil society, politics, business and science. The focus is particularly on the areas of law, data protection, empowerment and digital sovereignty.
Projects
Open code exchange platform for public administration in Switzerland (municipalities, cantons, federal government)
The project to create a prototype open code exchange platform is examining how code for statistical analysis and data processing by statistical agencies can be used efficiently, transparently and collaboratively. The focus is on metadata, which is collected and published according to uniform criteria. The actual code remains stored in existing repositories such as GitHub. The platform refers to these repositories, thereby creating transparency and orientation.
This project is part of the GovTech initiative (see start-up funding for cloud and open source projects).

Start-up funding for cloud and open-source projects

Today, public administration lacks scalable, cloud-based solutions and shared infrastructures. To address this strategic need for action, the DPSS Operational Management Committee decided in 2024 on three strategic directions from which concrete projects will be derived:
- Cloud guidelines provide clear guidance for the legally compliant and uniform use of cloud technologies. This reduces uncertainty in the planning and tendering of ICT services and in digital transformation.
- Collaboration and Swiss Government Cloud (SGC) enable shared solutions across all levels of government. This reduces costs, avoids duplication and improves the long-term usability of cloud infrastructures.
- GovTech promotes open, flexible solutions instead of expensive proprietary systems. This allows the administration to remain as sovereign as possible and use innovative technologies in a cost-efficient manner.

Identifying the need to develop expertise in cloud governance on a joint basis
The project examines the need to develop expertise on a joint basis (including sharing experiences, networking of experts) and for joint cloud services among the administrations of all three levels of government (whether jointly procured or developed). Possible forms of cooperation between the three levels of government and the necessary institutional foundations will be developed based on the outcome of this examination. Possible forms of cooperation could include joint procurement (such as digital marketplaces), offering joint services, or joint development of tools, knowledge platforms and communication platforms.
