Implement one-stop government
The communities offer their stakeholders user-oriented access to all digital public services. To this end, all necessary interactions with the administration should be carried out decentrally via a vertically and horizontally integrated interoperable service platform landscape (one-stop government). However, one-stop government does not imply that there is only one digital point of contact for the whole of Switzerland.

Implementing a national authentication service for public authorities AGOV

The Confederation operates an authentication service in which the Swiss e-ID can be used as a means to access connected services or applications. This authentication system is available to the Confederation, cantons, cities and communes. AGOV can be used for selected services in the cantons of Zurich, Appenzell Ausserrhoden, Lucerne, Basel-Stadt, Glarus, Schaffhausen, Bern, Valais, Basel-Landschaft, Aargau as well as the Confederation (as of 06.08.2025).

The AGOV project is operational. It is part of the e-ID programme and is an important verifier in the e-ID trust infrastructure.
AGOV - Support Measures

Project AGOV makes the login functionalities of the federal administration's long-standing CH-LOGIN available to all administrative levels in Switzerland (municipalities, cantons, federal government). Funding is available for measures to support implementation in the cantons. Until the end of the AGOV project phase, the main focus will be on clarifying issues relating to operation and ensuring continuous 24/7 service.
Digital simplifications for companies through renewed e-balance sheets in the area of direct and indirect taxes
Only a few cantons currently allow legal entities to file their tax returns electronically. At present, companies must manually extract most of the data relevant for their tax returns from their income statements and balance sheets. This time-consuming process is to be digitised and automated by means of a standardised e-balance sheet. The aim is for companies to transfer the necessary financial data in accordance with eCH-0276 for tax returns for legal entities from their financial accounting systems to the declaration solution of the cantonal tax administrations and to transfer the necessary data in accordance with eCH-0217 for VAT returns to the Federal Tax Administration from their financial accounting systems.

Study on the framework conditions and possible requirements for a pre-filled tax return for natural persons
The objectives of the planned study are to clarify the current situation and the relevant framework conditions (legal, data protection, etc.) for a voluntary pre-filled tax return for natural persons, as well as to clarify expectations and establish a common understanding of a voluntary pre-filled tax return for natural persons. Possible variants and an assessment of feasibility will be developed, and a recommendation for feasible solutions will be made.

Modernising and developing iGovPortal.ch

iGovPortal is an intercantonal eGovernment platform which enables networking between citizens and legal entities, along with the administrative bodies responsible for them. The aim is to expand the range of digital services offered by the cantons and their communes, develop the iGovPortal platform further in terms of interoperability and standardisation and improve the user experience.

Further development of EasyGov
(a project of the DPSS agenda project)
The aim is to further expand EasyGov as a central access portal for companies. The existing service platforms of the federal government, cantons, cities and municipalities will be jointly expanded in the direction of one-stop government. The Corporate Relief Act (UEG, in German) contains provisions that are necessary for the development and ongoing operation of EasyGov. In doing so, compatibility with existing (sector-specific) solutions of the community will be coordinated. A collaborative approach ensures the further needs-based development and use of service modules.

Reference architecture and standards for service modules

Service modules for functions such as payment, signatures, secure delivery and authentication are currently being developed by various providers and made available to public authorities. In order to create uniform and standardised modules throughout Switzerland, clear reference architectures, a common multi-portal architecture and standards are required. In addition to creating reference architectures and standards, needs assessments should determine whether certain service modules should be offered centrally.

Defining the eCH standards for interoperable portal architecture
Developing one or more standards for interoperable government service portals. The aim is to provide a user experience that is as consistent and needs-orientated as possible, because ultimately users want portals which allow them to complete all their administrative procedures with one single login and without having to enter data twice (once-only principle). Interoperability and integration capacity should be ensured through suitable measures.
