Jointly expand digital public services throughout Switzerland
The range of services is being expanded throughout Switzerland. The public sector is striving to create a comprehensive, integrated and stakeholder-oriented range of digital public services across all federal levels. To provide seamless digital services, organizational boundaries must be overcome. Together, public authority processes are selected based on their potential and designed to be interoperable across organisations.

Reorganising online voting

The Confederation and the cantons are developing a stable online voting trial. The trials are being analysed on an ongoing basis and the need to strengthen safety and trust is being identified as an area for action and addressed. The cantons are receiving optimum support while online voting is being introduced.

Preliminary projekt for setting up an e-collecting infrastructure

E-collecting refers to a digital process that can be used to introduce popular initiatives and optional referendums into the political process. In order to coordinate the various e-collecting activities, the Federal Chancellery launched an e-collecting programme in 2025. The preliminary project is part of this programme (corresponding to the initialisation phase) and involves developing the basic principles. Fundamental questions are to be clarified (target vision, responsibilities, legal basis, architecture, interfaces) and possible solutions examined.

Improving the user-friendliness of electronic government services: further development and operation of ch.ch

The Swiss authorities' information portal ch.ch is the central gateway to information and services provided by the Swiss authorities, thereby making an important contribution to the population. It provides easy-to-understand answers in five languages to questions frequently asked of the authorities. Thanks to cooperation between the federal government, cantons and municipalities, ch.ch helps to continuously improve access to digital government services for the population. The content is continuously maintained and developed. Between 2025 and 2027, ch.ch will support the objectives of the DPSS strategy with concrete measures.

Redeveloping the "Official Gazettes Portal" publication platform

The ‘Official Gazette Portal’ platform is being redesigned. This project will see the technology of the Official Gazettes Portal being modernised and its functionality expanded in order to keep pace with the respective requirements and legal specifications of the increasing number of bodies publishing on it. It is particularly important that the specific requirements of the cantons and communes are incorporated into the terms of reference so that the new platform can maximise the benefits for all parties involved.

National debt enforcement register information
Issuing debt enforcement register information is one of the most common business tasks carried out in administration. Currently, extracts from the debt enforcement register only list those debt enforcement proceedings that are ongoing in the debt enforcement district in which the extract is ordered. Going forward, debt enforcement register information is going to be issued for all offices in Switzerland. A basis for automation is being created. It will be easier for the public to obtain debt enforcement register information because an extract can be generated across different debt enforcement districts. Abuse and fraud can be better prevented. The digital offering for the public is being expanded. In future, the debt enforcement register extract can be stored as digital proof in the Federal Wallet swiyu.

Creation, distribution and delivery of municipal services to any cantonal portal and municipal websites (GemeindeConnect or CommuneConnect)
Note: In October 2025, the Swiss Association of Municipalities decided to relaunch the GemeindeConnect project in a modified form. GemeindeConnect is to remain a collaborative project focusing on cooperation and skills development at the level of municipal organisations. Further steps will be announced in due course.

Start-up financing for a "secure delivery platform(s)"

The secure and legally compliant electronic delivery of official documents is a major requirement in the administration of the canton and municipalities. In 2025, the DPSS office carried out a preliminary project on the topic of ‘secure/recognised delivery platform(s)’. This involved assessing the current situation, analysing the legal environment and conducting a market analysis. The results will be used to draw up a strategy report with a view to identifying further projects for start-up financing of secure delivery platforms. Simultaneous coordination with the project ‘Digital customer service in Thurgau: certification as an approved delivery platform’ will ensure the transfer of know-how and the reusability of the results.

Digital customer service in Thurgau: certification as an approved delivery platform
The target state is the recognition and adaptation of the Digital Counter of the Canton of Thurgau as a secure delivery platform. The Digital Counter is intended to be a user-friendly online platform for the secure and seamless delivery of administrative documents to citizens. The platform ensures the secure transmission of sensitive data and enables citizens to exchange data efficiently and in a modern way within a closed ecosystem.

Basics for the cooperative development of service offers

Digital government services should be developed jointly across Switzerland as a modular system. Digital official certificates such as residence certificates, criminal record extracts and debt enforcement register extracts are standardised and can be integrated digitally into administrative and private sector processes throughout Switzerland and internationally. As a basis for this, a preliminary project will compile an inventory of existing digital government services collected according to uniform standards. With a uniform system for inventorying public services, the federal government and cantons can identify which public services already exist and could be adopted (with adaptations) by other cantons.

Developing digital services together

The DPSS is keen to expand the range of services available throughout Switzerland and supports the communes and cantons by developing these services together. To assist with federal collaboration, a community of practice (CoP) will be set up for developing digital government services. The administrations agree on which government services they will work closely together to coordinate the digital offering.

Marketing the existing e-services
In the canton of St Gallen and throughout Switzerland, there are already many high-quality e-services being offered to the public and companies. However, potential users are still often insufficiently aware of digital services. As a result, digital government services are rarely used, if at all. The aim is to increase awareness and usage rates. As part of a one-year pilot communication campaign, the various cantonal and national services have therefore been promoted with targeted (primarily digital) marketing activities and the results shared with the Digital Public Services Switzerland network.
